Do you remember Willy the Aristocrat?

I distinctly remember there was a planned playable character called Willy the Aristocrat. 
iirc he did appear on some of the concept art and even was featured in one of the early 2012's builds of the game, but unfortunately I can't find any footage or mentions on the singleplayer or together DS forum about him. It's very weird that he was (presumably) cut for no reason and no one even acknowledged him being a thing. What was this character even about?
