Its definitely intentional. i imagine its to keep giants as a reward for those who actually put in the time and effort to grow them. I personally dont mind this. I frequently grow giants even as Wickerbottom because its fun. It's got nothing to do with stress. Magic growth just explicitly disallows oversized crops.
