Goat milk is obtained from charged volt goats. It is not finite as they respawn infinitely.

volt goats have a 1.5 to 2 days respawn. Which means you are limited in the amount of charges you would get from electric milk. Hard limit until the first spring and still a significant limit even with spawning goats from hunts. There is a separate cap in that volt goats don't spawn after they hit max herd size, which means that unless you kill them frequently, you get even less milks.

getting hit by volt goats is, for all intents and purposes, infinite.
