Is his downside, if they add the groucho mask then he wouldnt have downsides

I would like it but maybe if wilba could make the masks if she was added, just like Wurt makes her masks for others.

Webber doesn't have a pigman mask. If by "update his (nonexistent) mask" you mean "add his mask (from Hamlet)" then definitely not. He only has that mask in Hamlet because in Hamlet the gameplay revolves around a pigman based economy, so Webber needs the mask to not be excluded. DST has no pigman economy, the pigs are mostly just killed for their drops which Webber can still do. Adding a mask that lets Webber be friendly with pigs would make as much sense as adding a weight bench to let Maxwell beef himself up to 150 health.

If you want to play as Webber without the racism downside then just pick someone who isn't Webber and kill a spider queen.
