New Walter skin

Walter's already has 2 skins based off of older designs for Boy Scout uniforms, so I think that a third one could work well. We don't have any sort of berets in the game yet despite there literally being a french mime, so this one could work well and fill the role nicely. Plus, we don't really have a Walter skin that features red as one of the predominant colors in it, and this one could make for a nice change of pace. I've attached some real life inspiration pictures alongside my own drawing of the idea. Would be cool if something like this made it into the game some day.

The last skin that was Canuck flavored was Woodie's hockey skin. Not exactly sure how this one would fit but maybe the devs could figure something out.
