Stuck in loop, unable to load mods, after trying to join game with an all client required mod

Hi folks, 

I'm hoping someone can help me diagnose and fix the chronic issue I'm dealing with. 

Quick summary:

After joining a game that required a mod I didn't have installed, after closing the DST app, any attempt to reopen it and check mods leaves me in an endless loop of failed attempts to load mods. 

I have tried unsubscribing from all mods, including that one, uninstalling DST and reinstalling, and nothing short of unsubscribing from ALL mods ever enables me to play. 

What came before...

To start, I've had several client and server mods in use with no issues for a couple years. 

Recently a friend added a server side mod, 45 Inventory Slots (https://steamcommunity.com/sharedfiles/filedetails/?id=786556008) . I tried to join his game and received the following complaint: 

I closed DST. Went to the workshop and subscribed to the mod. 

When I tried to rejoin, the game, DST loaded up, and when I went to the mods screen to see if the new mod was loading up, it was in a repeating failure loop.

A screen such as this, showing mods downloading would show for a moment...

Then the mod loading would disappear and I would be told I had no mods:

If I cancel, click Play and then go to the mods screen again, I go back to seeing the attempt to load the mod for a moment, then again I'm told I don't have any mods. 

Here is the client_log.txt. Notice a repeating set of EResult 16 errors. I can't find any explanation or discussion around this error, so I'm unsure what the issue is at this point.

To remove some confusion, After initially experiencing this issue, I attempted to unsubscribe from all mods. That made it possible to join a basic game. I can't subscribe to any single mod and get it to load at this point.

EResult 16 is k_EResultTimeout, something is trying to initialize the mod download but the Steam server is not responding to the actual download request or a firewall is preventing it from happening.  Perhaps even a permissions thing on the OS?  Not sure.

I can see in the logs that the app is allowed by my firewall from the entries in the log. Snippet here:

00:00:00]: [Connect] PendingConnection::Reset(true)
[00:00:00]: Authorized application C:\Program Files (x86)\Steam\steamapps\common\Don't Starve Together\bin\dontstarve_steam.exe is enabled in the firewall.
[00:00:00]: WindowsFirewall - Application already authorized

I have also turned on web activity logging in my modem and watched the traffic outgoing from Steam. 

Could steam be blocking mod download for some reason? Is there an auth process I need to go through?

Any thoughts on next steps to further triage this?

I continue to be dead in the water if I want to use even a single mod.

man this is happening to me too, i never had this problem since now. I wish this error was fixed on an update

Steam recently changed their steam subscriber agreement (yesterday?), so you have to agree to the new one if you haven't already.

@penguin0616, I have logged in and out of Steam. I'm not getting prompted to re-agree to the subscriber agreement. I don't think this is related.

I've the same problem to... the more i search, the more i find people with the same issue but nobody has any answer for this bug...
