Simple question: Propaganda

The least important question you'll hear all day: Propaganda - what is it bad for?

Because I love it, am I missing something? It's added to my draw pile, doesn't make me lose any cards, and it turns a card of my choosing into 0 cost.

For any who've yet to encounter it, it comes from an opposing argument named Brainwash with the description: "Insert 1 Propaganda into [Player Character's] draw pile at the beginning of [Enemy's] turn".

The Propaganda card itself reads:

"Prepare a card. Swap its cost with this card's cost."

What's not to like?

honestly i find rise members easy to negotiate with and always keep that argument. maybe it disuades from shotgun like aoe cards like slugstorm?

think that's bad, remember that they naturally have friends of the rise argument. 2 action points and a card for every good friend you have in the rise.

this is diminished by the fact you're not generally combating them in the verbal wars, instead the barons and their randomly spawning scruple argument, meanwhile they constantly appropriate your cards and gain composure for every drawn hostile card

Yeah, against the Rise you absolutely want to keep their propaganda argument up to fight their cost increasing core argument, but arguing for too long against them can easily screw you over. Old propaganda cards maintain the cost of whatever they made cost 0 earlier, so you can easily end up with a hand full of costly propaganda if you try to stall.
