Insulation Tiles gain heat quickly

It is supposed to be. But when you run a layer of temp-shift plates right past it, you see that there is some transfer and the neutronium seems to actually heat up/cool down slowly. I found this when cooling cool steam vents way back. Did not work right unless you put one tile space between temp-shift plates and the neutronium socket of the vent.

Neutronium's thermal capacity is also zero, which Is something to consider given the lower the capacity the quicker it absorbs heat. 

maybe the two cancel each other out? neutronium is weird

IIRC the thermal conductivity of space insulation is not 0, it just rounds to 0 when displayed by the game.  It is actually 0.00001 or something like that.  I don't know if neutronium is the same but if it changes temperature I suspect it is.

Then why doesn't insulation change temperature too?

Because of number precision when doing thermal calculations.  There's a particular threshold where change in energy must be above a certain number or the change doesn't happen.  This prevents infinite temperature oscillations when two tiles have nearly reached equilibrium, dramatically reducing the number of calculations ONI has to do.

Neutronium is just weird. It shouldn't have any thermal characteristics at all.  I believe the temperature of neutronium is simply an artifact based on the code needing a number to display.  So it gets set at whatever.  Sometimes something weird happens and the number changes.  IDK what to say.  I haven't been able to use hot neutronium tiles to cook anything, and I've only been able to change their temperature using debug mode or mods.  

You know what... I bet Neutronium doesn't have the insulated flag set so the tempshift plate averages in its own TC, but an insulated tile made of insulation does have the insulated flag set, and so only its own TC is used, which is rounded to zero.

That sound pretty likely. A Neutronium tile also has 20t mass and it may have a specific heat that is displayed as zero but is not zero.
