What is wrong with my cooling loop?

Terrifying steam name

You're using the shutoffs wrong: you're putting them after the split, but you need to use a shutoff AS a split. That is, your pipe has to be a straight line, with one shutoff grabbing packets away if they're too cold, or ignoring them and letting them go past it if they are hot. Use bridges or valves to ensure it always goes in the correct direction.

The shutoff input is always active for purposes of directing liquid. So, in your case, the split sends liquid to shutoff even if it is disabled. Enabling it only makes it teleport packets from its input to its output.
