Yes, but just till they use more than 1,25kg of the stored petroleum. [Duplicants will use the jet suits like atmo suits till their fuel level drops below 95%. So if your duplicants never consider to fly ...] I used 24 jet suits without a petroleum pipe in my last colony without major problems [even while the suits needed to be 100% filled.] But after just messing up one dig order, all my duplicants started to idle in my base ... => This only works, if you can "trick" the pathfinding into never considering to fly.
