At the beginning of the Next Of Kin animated short, you can see a newspaper clipping that has the title “Flame consumes New York library”. Maxwell and Charlie were in San Francisco when they were brought to the constant by Them via the Codex Umbra, and there is another newspaper headline that reads “San Francisco Ablaze!”. Whenever someone is teleported to the constant, it seems like a fire could start as the result. A fire even burns down the Voxola Radio building, after Winona is pulled into the constant by Charlie.

that she was in a fire in New York doesn't necessarily mean she IS from NY.

Yeah, that does make sense, although she is a former librarian, so she must’ve at least been employed at a library in New York.
