That should not be the case. SharraShimada Posted May 6, 2019 Share Posted May 6, 2019 Thats related to the overlay system. Take a look at your lower right bottom. There is the selection box. Its automatic set to the overlay set. If you have the pipe overlay, its set to pipe. You can change it there. A shutoff counts as a building and not a pipe, which makes sense but you aren`t building it ver without pipes so probably should count a a pipe as well. Same for bridges, valves and vents.
