Adding reeds to the regrowth mechanism

They can be destroyed permanently but it doesn't mean they have to.

Just be a little bit more careful, because the game punishes you for not being so

And then there's the issue of pubs where anyone can burn down the reeds and ruin the world for everyone else.

exactly, griefers can easilly burn down all the reeds in a world if they so chose to.

Also I've had worlds before where the only reeds that spawn were like 4 in one swamp, that was a horrible world.

hmm, yea, but they should have a mechanic that recognizes a fixed amount of reeds in a world, memorises it, and whenever that number goes below, it will attempt to regrow it, just so it wont be overpowered with reeds every tile of the swamp, to stop many reeds being everywhere

That's pretty much what the OP was asking for.

As an addition to the original suggestion, this should apply to grass tufts and saplings as well. I've seen pubs where all the grass tufts were dug up, and killed off by disease, thus leaving the world with almost no grass outside of tumbleweeds in the desert.

This does already apply to grass and saplings (and both types of berry bushes too), however only in endless or wilderness.

Go into files of game:

Don't Starve Together\data\databundles - scripts

and edit gamemodes.lua in notepad ( ++ version can be used too )
