Water appears from nowhere

b) whats attached to the piping networks?

That's probably melting ice. Check if your duplicants are trying to carry ice to storage or something like that, and it is melting during transportation.

Piping is pure water

and i don't have access to snow/ice biome

I can see, whats in the pipe, but whats attached to them? sinks? anything else?

You should link your save. It will be easier to investigate.

Toilets, sinks, water filtration.

I would need a savegame to get a complete overview from where it could happen.

I can only guess, but there are at least 2 issues with your piping network. 

1. the carbon skimmers output (next to the coal generators) is linked to your fresh water pipe, causing polluted water to enter machinery that break when not build for polluted water, causing leakage.

2. you feed water to your metal refinery, Output is super hot (way above 100°C) causing water to boil, and change state inside the pipes, breaking them. 

Due to your very small base, repair errands are done almost instant, so you may not see them.

Yes you are right. the issue was the ice my temperature here is 30 C* and my ice melts.

I got a solution for that and i'll update you in the next few hours if the solution is fixed
