Polluted Water not off-gassing through airflow tiles.

Polluted water in a chamber of airflow tiles to feed puft is not off-gassing and puft is starving. Air pressure in the room is ~800 and all tiles of airflow are and remain full of oxygen.

Steps to Reproduce
Surround polluted water with airflow tiles, no polluted oxygen will be generated.
Go to bugs

According to wiki: "it will stop emitting polluted oxygen when the pressure above it is above 1.8 kg". It doesn't mention tiles below it. So it probably cannot emit oxygen downwards.

IIRC PH2O tiles only emit PO2 in only two directions: top and left. They don't emit to the right or bottom tiles.
