[OI-234935] Suits do not check if they can unequip

Exosuits are not blocked from visiting an exosuit dock if there is no space for it.

Observe this situation:

Right now this is what they do:

But by finishing the unequip check code that was started, we get this:

As I see it, this is required for the exosuits to be complete.

I really hope this gets fixed, it is a pretty unpleasant problem, it forces us to not have any interconnections between our different exosuit checkpoints.

I used to have 3 checkpoints to get outside my base in different areas of the asteroid, Eventually I started to dig connections between those outside areas. But then dupes started acting stupid, coming back through the wrong doors and leaving their exosuits on the floor because there was no room for it in that checkpoint. And then you have to always pay attention to that, and manually request suits in the empty docks.

I don't mind if they come through the wrong door, makes sense that they re-enter through the closest door. But if there is no room for the suit, it should trigger an action for them to go put the suit in the closest available dock station.
