Mechanical airlocks function normally WITHOUT power

when the Mechanical airlock isn't connected to power, it works normally as though it is powered. Even reacts to automation signals.

Steps to Reproduce
1.build a mechanical airlock. 2.use it

The without power is supposed to insitute a delay but I believe its getting overwritten by the automation signal, as that signal isn't sending open close commands but state change open state change locked commands which happen regardless of power state

Without signal those airlocks behave the same way, without delay and without power consumption. Manual airlocks currently are absolutely useless compared to mechanical ones.
