Cursor stays as hand cursor after window use

- Open a window for something, e.g. a dupe or a building.

- Notice that you have the normal arrow cursor.

- Hover over the window's titlebar.

- The cursor changes to the hand cursor.

- Move the cursor up, so that it leaves the window.

- The cursor stays as hand cursor and does not return back to the arrow cursor.
