can't use raw mineral

the little mineral you got is already assigned to those unfinish blocks that are out of reach at the top of your printing pod, you need to make those ladders one block lower 

Or destroy one of these and build a ladder so that you duplicants can acces the minerals below.

To clarify: You planed this line above your printing pod. Thats where your 200kg are locked. And your dupes have no access to more, because they cant reach the lower floor. Cancel the upper tile-line, and you have the 200kg availlabel again. 

And if I can suggest something more. You should build toilets before planning roofs.

 

I also notice that the oxygen effect in the background is weird. You should check the driver version of your graphic card.

Yes, possibly that is the cause, and also the digging icon does not appear, and the germs in the gases
