I don't think it's a bug, more like an annoying feature.

If you've only discovered water, that's all you have, so it selects all.

It's the same thing for storage bins as well, you click algae in the storage bin, that's the only Organic thing you've discovered so it selects all. Then you find slime and it's also delivered to the algae bin.

It's an inevitable limitation when you can only select the things you've found at that moment.

An irony when they don't want you to be able to select things you don't have and then it selects them for you as soon as they appear.
