Tinker's Tune Up & Farmer's Touch won't deplete if the machine/plant is not working

Simple change

If a machine is disabled by Automation or manual means, it will not spend Tinkers Tune Up duration, this will make Duplicants not waste metal and time on something that isn't doing anything

And same goes for Plants, if it is wilted with incorrect growing conditions, it will not spend Farmers Touch either.

Now with the QoL update being a thing, I could see this being a nice change.
