It might be random from a research station, it might be something on the surface you bring in the cargo bay. It might be not implemented yet. Maybe someone got a recharge already and can share how he got it but i didn`t see anyone post anything about it on the forums. I got one during my second trip at one of the nearest carbon asteroid in the 10 000 km range. Edit : the data banks and vacillator recharges are listed under the Industrial Ingredient category.
