How to disable dropping items from your hands? Character Perk

Hello! I've been trying to make some Winona changes, and I had an idea in mind of giving her a "strong grip" perk, where she would never drop items from her hands (Wetness and Goose/Goose) and possibly from her inventory too (Frogs).

After looking through codes and help online, I didn't find any sort of existing mechanic or code that allows you to prevent that from happening or that interacts with this mechanic, is there any possible way of preventing a specific character from letting monsters drop their currently held items?

This is the major point of the perk, but if anyone so happens to also have a clue on the preventing from dropping items at all from her inventory (Frogs), that'd be useful too! Althought I can see myself finding glitches based on criteria, as ghosts drop items on death and thus having a perk that just completely removes the ability to drop anything could mean losing all your items on death.

I think that for the frogs you probably need to change the "thief" function ? Like, changing it so it's not possible to steal items if the character/entity has a specific tag ?
