I just tested it again, to make sure you're losing the 1kW, indeed, you are. However, if you constantly stop and start a coal generator, it will work 50% slower with 0% coal losses, so stopping that is an option. In fact, using a smart battery at 0% hooked only logically to the coal generator and having both sliders at 0, you can slow down coal production by 50% if you don't need the power probably the same goes for other generators, I should test it with hydrogen. ... yep, same for H2 - 50% slower production, 0% loss. That means smart batteries can be used for an instant slowdown in power production - no dupes required for changing slider settings.
