Klei would need to add more usefulness to having light systems before I'd consider building with lighted systems. Currently there's nearly zero benefit to lighting anything other than bristle blossoms. If there were specific uses or bonuses to lighted areas, or if light affected systems differently (positively or negatively), I can see a need for a light sensor.

They do give a slight decor buff,

Did I say I needed the decor? lol Je said they had little usefulness. So I gave one. The topic is about a light sensor not decor.

Further to the actual topic. No point having a light sensor if lights are not that useful as Crypticorb already stated. Sure, you could try use lights and shinbugs together in a bristle farm but that's soooo much extra engineering when cooling your water supply and producing more power would be simpler and easier for dealing with the extra power draw and temperature production than trying to use shinebugs for light.
