In reality, you’re probably better off simply replacing all your water pipes with abyssalite. That will severely reduce the amount of heat that actually escapes from the water into your base. Then just cool the base. Either way, wheezeworts in hydrogen are the way to go. (Edit) Or you could borg-cool it if you’re okay with exploits.
