Fog of War Doesnt Appear

Yes, there is some sort of inversion bug with debug mode.  However, the cause doesn't have to do with saving the game, or loading a save file.  I have gotten this a number of times when starting a new game.

 

Save/load does clear it, though.

Okay, try opening the debug menu to re-apply the FoW (should be dark with the menu open while experiencing the inversion bug, make sure to leave the menu open), then load the save, it should load with FoW enabled and resume normal behavior. I have experienced this plenty of times due to not closing the debug menu before loading a save while playing.

Keep in mind, once you open debug mode, as far as I can tell, once closing and FoW is re-enabled for undiscovered locations, the environment doesn't go back to an inactive state as expected with normal FoW behavior. Basically, the FoW at that point is just masking things.

IMO that has performance implications but also may have a negative impact on your experience playing as you may find the environment had changed significantly, for example, melted cold biomes or polluted water flooding etc. Geysers are a great example, when you uncover them after using debug, you will find them and lift FoW normally, you'll see that the geysers had been filling with water.

I've submitted a bug report about that behavior, someone may have submitted a bug report on the issue you're experiencing.

If you're only interested in the areas adjacent to your starting biome and you want to avoid activating the cells, you can simply use alt q while selecting a dupe to teleport them to the edges. This could be done with the entire map while paused, it would take a bit of time. Also worth mentioning, ctrl-f4 to enable free build is mostly all that is necessary unless you're looking to paste structures, deploy specific amounts of materials or gasses or various other things using the actual debug menu, but keep in mind what I've mentioned. This bug hasn't been verified yet but I'm almost certain that this is the current behavior as implemented.
