Because the growth calculation expects the seed has never been harvested. If you replant a partially used seed then it assumes the plant is further along in the growth cycle. Well with a harvest in 39.4 cycles at 9% growth... 9% growth is 5.85 cycles, but we know the next harvest in that range is at 45 cycles. So 45 - 39.4 is 5.6 cycles, which is 8.615% growth.
