Add 'Dig and Sweep' feature to 'Dig' task

Duplicants should always take the material they dig/deconstruct/upgrade into inventory and -in case they're not set to deliver- drop it.

This would solve the issue with deconstructing structures behind tiles (pipes/vent/wires material getting stuck) and give reasonable way to retrieve the old material when upgrading tiles (building the new type would deconstruct the old in parallel) by leaving the duplicant with the old material so it'll be stored or dropped in an accessible space.
