I.... don't get it... Kinda. You mean a window that is too big that doesn't fit in the screen leaving the borders outside if properly centred. Right?

Windowed but a fullscreen [borderless window].  (Like when your in full screen and have to tab out to open another window/program, instead of tabbing out it just switches over.)

Oh, what you want is to have the game at full screen and being able to switch back and forth the game and any other window using alt-tab. Right?

I kind of accomplish that using a third party program (Autohotkey):
I run the game and configure it at the same resolution as the screen size. Then I use the program (with a sequence of keys) to move the window so that the inside (without the borders) matches exactly with the screen.

If it's allowed (any mod around?) I can share with you the script/exe that makes that happen.

   Octyabr I personally would rather not run another program for something that should be programed into a game/program by default

This feature isn't currently in the graphics menu but you can turn on fullscreen windowed by passing "-popupwindow" to the command line.
