What Mikey said is right. You should use something like Gimp or paint.net

These are both free but a little bit different from each other. Gimp usually makes things look more pixel-y, so I'd personally recommend using a drawing program (like paint.net) so that the textures are soft and smooth instead of having rough pixels. Both of these programs have transparency, and both are free.
