If you've got a PS4, you can throw that dream away for the time being. The PS4 is far from supporting that kind of thing. As for the Vita, the homebrew scene is still being developed, so it's more realistic. I would assume that you'd have to be able to run rom hacks (well, essentially rom hacks) of the game in order to use mods. Not to mention it's unlikely that more than a handful (or even a handful) of mods would work initially without a rewrite.
