You walk into their line of sight where they "notice" you, open and close a door or do similar things.It may not seem like it but there are a few ways to distract guards. In fact, I never buy them simply because guards always give them to me. Inventory last because you can buy it in missions too. It doesn't happen that often and I found the disrupter on a high level guard with armor 2.
