Issue Title: Unable to start a new endlessmode game after retiring agency without restarting the game.

Issue Description: I retired the agency in a endlessmode game and clciked on retry, but the game started a storymodegame. I deleted the storymode-save and planned to start a new endlessmode, but the game started a new storymodegame.

Steps to Reproduce: I restarted the game and have been able to start a new endlessmodegame.

Start a mission during endlessmode. Retire the agency and click on retry to reproduce the problem.
