[Gameplay] - Unable to use melee overwatch with two melee weapons if leftmost weapon is on cooldown

Issue Title: Unable to use melee overwatch with two melee weapons if leftmost weapon is on cooldown

Issue Description: If an agent is equipped with two melee weapons and only the leftmost weapon is on cooldown, the agent cannot go into melee overwatch.

If the agent drops the weapon on cooldown, he is able to go into melee overwatch again.

Additionally, if the agent picks up the weapon on cooldown again, he will still be able to go into melee overwatch mode.

It seems only the leftmost weapon in inventory is checked for cooldown, and dropping and picking it up againt changes the order.

Steps to Reproduce: Have two melee weapons. Have leftmost weapon on cooldown. Try to go into melee overwatch.
