First off, mods are created with computer programming, and I doubt that anyone would have to patience to create a mod programming infrastructure (specifically) for the PS4. Mods are modifications of the original game. There are mods that change the difficulty of the game, add new creatures or items, or even tweak the specific mechanics. It's not only limited to cheat codes, and you don't even need the knowledge of programming to know what modding is. Also, you could list some of them. "There's too many" seems like a cop out to me. Sure, it wouldn't be easy, but it's not impossible. The problem is thinking it would work like the PC version; it wouldn't. It'd be a lot more of a 'mod' and less of a 'plugin', as it is now. However, this definitely 100% won't happen until we can mod our PS4s. Which is a legal grey area apparently (because modifying something you paid $400 for is unreasonable). Pfft. Maybe never is a bit extreme, but there will only be a handful if they do ever come to ps4. I just don't think modders will have the patience to make mods for the ps4, and not many would even download them to their ps4. USB mods might exsist at some point.
