Are There Debug Codes for Set Pieces/Boons?

No, because it's done at worldgen. However, using a mod, you can force certain setpieces to appear more often.

There isn't a mod defining commands for them. It'd be possible to write one, but it'd take quite a bit of work, since set pieces are meant for worldgen. It'd be much, much easier to write a mod that just sets up a preset spawning every set piece with a signpost beside it marking its name, along the lines of what debugman18 suggested.
