Polished Orb Fragments (Teleportation)

I don't mind that there wasn't more time allotted for current beta but there is a lot that we don't know about and it hasn't been balanced.

I have been advocating for teleportation to be made possible for every character for years now but I wasn't vocal enough on the forums. Finally we are getting something with orb fragments but Ancient guards are apparently going to drop a completely different item so how will we obtain these fragments?

My thoughts are that even If the amount of orb fragments we get is decreased by a large amount, I'd prefer If teleportation itself is free but hopefully we wouldn't need to be limited in any way from farming them like a boss every 20 days.

If we are limited in any way like normal boss 20 days cooldown per kill that just makes it much less friendly to multiplayer currently as you have to use fragments to teleport and different players will also prefer to have different locations set up first with telelocator focus and lack of materials for every player has been a problem with rift gear since their release.

Preferably a new item is added that we can craft that allows us to teleport permanently to telelocator focus that already has 3 fragments.

I talked about it before but I definitely feel a craftable warp would be best here, with the current shards being the method of socketing focuses. I personally would love if it used a combo of thule/moon rock, as these are two intermediate materials that fall off considerably post rifts and having a warp niche would dramatically improve their usefulness in the endgame that isn't decorative. It especially doesn't help how the current boss does drop a BP, but you only use them to refine the shards to use for socketing and teleporting for some reason. I think a slow but steady way to build a network is fun, but being forced to use these valuable fragments for both functions really isn't at the moment, and I would much prefer them to be split.
