And yet for me, they prefer wet feet to standing on top of a ladder placed in a 1 tile deep liquid pit, while building or digging. Many times i can even tell them manually to move to the top of the ladder, followed by them immediately jumping back into the water to resume the task.

Dupes calculate air reachability for their lower tile. This is the same effect as tricked pump: their "pumping" area doesnt match with area they checked for O2.

Not being able to find oxygen above water is one thing, but dupes low on oxygen will actually prioritise getting out of the water over gasping for air.
