While true, I'm sort of holding onto hope that the early speculation pans out and that a theoretical shadow-side counterpart to W.A.R.B.O.T winds up dropping a tool that can harvest from Ripple without requiring toppling. It would also answer the question of "What are we supposed to do if Ripple destroys every Boulderbough, since he's currently destroying their seeds as well"

In fact, if it winds up true that you can bypass the need to topple Ripple with some kind of ultimate final shadow tool™, it would make it seem intentional that Ripple deletes Boulderboughs, since we currently see a lot of instances of "this resource is limited by design, unless you cross a world progression milestone at which point it becomes more readily accessible"

If this wild, fantastical delusion bears out in reality, it'll turn out that the quotes are only momentarily incorrect.

pretty sure they changed that in a patch soon after release and it doesn't do that anymore, you get the seed back

Ripple checks for a 'toughfighter' tag, something supposedly attached to a tool or weapon that simply doesn't exist right now.
I assume the quotes are in reference to that, be it cut/scrapped content, or something upcoming.

Not currently, no, but there is a "Run away" brain priority and a dev note suggesting it could be scared of Lunar material. Something for the future?

They should say "This weapon will be added in the next update"
