Но кто вы такие, чтобы решать это? Don't Starve вышла в 2013 году, а закрытая бета-версия Don't Starve Together началась в 2014 году. В общей сложности один год Don't Starve была игрой для одного игрока, а затем 11 лет основное внимание уделялось многопользовательской игре.

I'm not deciding. A game cannot be called a sequel if it differs in the genre of the game. Even if she continues the plot. Even if the sequel is not a computer game, but a card game, for example.
The multiplayer development path is unfair for singles player

"Multiplayer" and "Singleplayer" are not genres. Don't Starve is a survival sandbox game, and Don't Starve Together is a survival sandbox game.

That being said, even if it was a different genre, this is not a rule for sequels at all. Paper Mario: The Thousand Year Door is a turn-based RPG, while Super Paper Mario is a 2D platformer, but nobody would ever try to argue that Super Paper Mario isn't a sequel. It builds on the same themes and ideas of the previous game, while chronologically taking place after it. It is a sequel.

Klei says that this is a standalone multiplayer expansion based on a fresh website design, and not on the main menu, which has not been updated since 2016

The fact the main menu has been unchanged in saying this for almost a decade just further points towards it being a sequel, doesn't it?

No. Because Klei is used to not changing anything for ten years. And first of all, you will see the description of the game before you buy it. 
In general, Klei themselves do not understand what they have created.
