Unless they mean without flowers, but generally beeboxes would make sense to not work without flowers.

Is that the change they made ? I did see some stuff about flower talk on the code
That is whats needed to make passive generation?

I thought these were originally just the standard function of the box. But this is the asleep flower checker?

All the code you're looking at here is for when the bee boxes are unloaded, yes. When they're loaded none of this code is used because loaded bee boxes don't "grow" this way.

It depends, for things like berry bushes, grass and twigs, they're updated the moment they're loaded to mimic the effects of being loaded. For spawners like pig houses, it's updated at the same rate when it's loaded. Things like meteors are tied to the world, it's always updated.
