Electric spear dry damage is 59.5 but wet is 89.5?

This is because lightning spear has a unique electric damage modifier:

The "SetElectric" method in weapon.lua was also changed when the beta dropped so that electric weapons can have custom modifiers. In the case of the electric spear, it's 1 for dry, and 1 + 0.5 (AKA 1.5) for wet.

any idea if voltgoat jelly would turn the ratio back to the normal one or if the weapons modifier has priority?

The weapon modifier takes priority, so voltgoat jelly effectively does nothing with lightning spear.
