It's not possible to pass a gas mask checkpoints if it has no oxygen, even with a loaded mask inside

This is clearly a bug in the game.

 

If you build a gas mask checkpoint and gas mask dock, then deliver a loaded oxygen mask from somewhere else, it's not useable if you don't also connect the dock with a pipe with oxygen. 

The same thing with atmo suits works. Deliver a loaded suit from somewhere else and it's fine to use it at a dock which has no oxygen supply of its own.

Edit: actually atmo suit dock has a similar problem. It seems to work if the suit is 100% full (75 kg oxygen) but not if any less than full.

I would have to test ist, but does it need actual oxygen, or just a pipe? Many buildings are considered not working without all the pipes attached.
