Wagstaff spawning

Does anyone know how to get Wagstaff to spawn after killing Celestial Champion?  I defeated CC and roamed everywhere in my world to spawn away from my megabase but didnt see him.  Thank you.

If you gave him the shard while he was by the CC you already activated the rifts and he won't appear in the world.

Aside from that, no idea. Maybe someone else has advice

I didnt give him it because it was my understanding he can be found later in the world, I just havent found him yet, I figured there was maybe a method to it, thank you for replying.
