I really like your idea, and I agree that the old rain damage was rather underwhelming, but something interesting to note is that the way waterproofness affected it actually worked slightly differently than the wiki describes: Assuming waterproofness was below 100%, it had no effect on the amount of damage per spark. Instead, it increased the time between sparks by 0.7 seconds per 10% waterproofness. So with an umbrella, you'd still take 0.5 damage per spark, but it would only happen every 9.3 to 11.3 seconds. The wiki only mentions how it works in RoG, and also doesn't mention that there's a minimum of 0.1 damage, so having 90% waterproofness won't reduce it to 0.05.
