Nuclear waste is radioactive, just you need huge amounts of it... Possibly infinite storage to make it count for radbolt production. Not sure about contaminants. Never had solid amounts of them, but with the amounts I encountered it does not spread any radiation, it's more like germs, and I am not sure what it is purpose after all. I only looked at small amounts from Radbolt collisions. I guess it is same like with nuclear waste, that you need high concentration of contaminants to have some radiation from them. And could be that contaminants not decay only on liquid nuclear waste? So you need a lot of nuclear waste first and then make some contaminants in it, the more the better.
