Improve oxygen generation warning

1. By default oxygen generation warning should not display if colony has "sufficient oxygen in tanks" and "O2 generation was above consumption couple cycles prior" and "generation this cycles is at least 75% of the last" and potentially "breathability above 75%" (not sure what this means, if it's oxygen coverage, than it should be good enough.).

2. Let us configure said warning.

 

I might not have enough oxygen in some places, but I don't particularly care, it will either spread out eventually or I will add pipes later. My 2 Electrolyzers are fully capable of maintaining my dupes (individual gas pipe outputs, so they can deliver full payload if pressure allows).

P.S. This is one of a more annoying warnings, along with 'missing resources' due to being inaccurate most of the time.

Yeah they warning will show if a dupe is in a low oxygen zone despite the rest of the base being 100% fine. It needs some rethinking of when it pops.
