Cargo bays only half full

Edit: Oh, I understand. There were not enough ressources available.

if my rockets return the cargo bays are always only half full with roughly 500 kg of material, not 1000 kg. Is this desired behaviour?

Ok, since nobody said anything my only guess is that Your asteroid is already depleted and there is nothing more to carry (with current cargo bay). The rate of replacement is enough to give You only half of the cargo storage limit. Just a guess.
EDIT: Oh, I missed You already figure it out by Yourself.
