Localization always was and continues to be a problem, especially for countries with a different and much larger alphabet. Keyboard layouts are universally so screwed up that I have an EN-EU keyboard here, despite being in a German speaking country. The DE-CH layout is a horrible mess, probably made without any input from actual CS people. P.S.: I hope I cut the quotes right, western convention is usually putting the translation below the original text.
